Candidates: At-Large National Indoor Referees Representative

USA Volleyball is holding an election for the At-large National Indoor Referees Representative to the Officials Assembly. The position was held by Pati Rolf but is currently vacant. This position is a four-year term beginning July 1, 2020 and ending June 30, 2024.

Balloting Procedure

Election shall require a simple majority of the votes cast by members eligible to vote, which are all Junior National/National level Indoor Referees. Each member may only cast one (1) vote per ballot, and proxies shall not be permitted. If a majority is not obtained on the first ballot another ballot shall be distributed excluding the candidate with the fewest votes on the previous ballot. The process shall be repeated until a candidate receives a majority of the votes cast.

The next voting deadline is August 16 at 12:00 a.m. Pacific

Roles and Responsibilities

  1. Serve on the Officials Assembly Administrative Council (OAAC).
  2. Meet once in May at the USAV Annual Meetings (subject to budget approval).
  3. Meet remotely as requested by the Chair.

Steve Franco.

Candidate Biography

I began playing volleyball in 1972 in a gym class at a junior college in California; I immediately became a fan. After playing in intramural leagues and competitively on several Air Force base teams, my first officiating opportunity came in 1986. Since I had never officiated before, I was told “just call what you would want called if you were playing.” That's the first of many chapters in a developing volleyball career. I officially became a USAV official in 1997, and throughout the years volleyball has presented me more opportunities than I could fathom. I’ve made new friends across the country, around the world and have been able to reestablish connections from humble beginnings.

Since then I’ve learned and gained experience from many errors, most were self-generated and also by heeding the advice of others. Stepping into a new role as the At-large National Indoor Referees Representative will certainly present new challenges in a new environment. My time spent in the Air Force has prepared me to anticipate challenges and accept them as they arise. As an Official’s Chair and mentor, one of the many tasks I perform is to ensure all officials are treated equally and fairly. When working with large groups, make an effort for all parties to come to a mutual accord without animosity.

I do not consider this position as a “leadership” role, but a position of representation. My desire is to learn through experience which will allow me to communicate for those I will represent.

Rebecca Johannes.

Candidate Biography

I began officiating in 2001, as many individuals I was a club player, a collegiate player and then coach. But the officiating became a passion. I couldn’t wait for the next tournament to blow my whistle. My background is Civil Engineering, construction management and design-build. I have been a region board member for over 12 years and currently serve as President and Referee Chair. Holding the position of referee chair working to grow our juniors officiating cadre and keep the art of officiating growing. Community is what I thrive to be a part of everyday. The USAV community and family is what I have dedicated to the last 20 years. Running for the At-large National Indoor Referee Representative is just the next level to continue growth and commitment to USA Volleyball.

I have had the some of my greatest of life experiences because of Volleyball. My passion is giving and involvment in my community. I work as a Pilates Instructor part time and juggle volleyball, Girl Scouts and Teaching Pilates.

Stephen Shepherd.

Candidate Biography

Many may not know me or know me as the quiet person until you get to know me. I have been around volleyball my entire life as a child of volleyball players and coaches. I began my officiating while playing as an adult in 2000 and became a professional official in 2004.

I wanted to create a better way for up and coming officials to have more opportunities to be mentored. In 2016, we created the Officials Accelerated Advancement Program (OAAP). This program has increased the opportunities for training of officials and for mentors to have more opportunities to give back. We have also greatly increased the number of National-level officials in our region over a short period. This is a program which I have a great passion for and am heavily involved in continuing to organize, teach and train officials.

In 2017, I became the Officials Chair for Carolina Region and most know; I cannot keep my mouth shut. I feel I have a lot to offer with different approaches to obtaining goals. We try new things in our region and I am willing to share and accept any ideas and work to implement. I am in my 25th year working as a Business Systems Consultant/Programmer and my day job is to provide solutions. I work to develop and implement solutions for my business partners to achieve their goals. I have a passion for both volleyball and computer work. I do not jump into anything without a full commitment.
