To better serve Team USA athletes, carry out the values of the Olympic and Paralympic movements and abide by applicable rules and regulations, the USOPC and its member National Governing Bodies partner to fulfill obligations as leaders of the Olympic and Paralympic movements in the United States. 

Pursuant to the Ted Stevens Olympic and Amateur Sports Act, NGBs have agreed to comply with all conditions of membership as set forth by the USOPC's bylaws. Since 2018, the USOPC conducts reviews and produces compliance checklist reports for all NGBs on an annual basis, and audits reports every three years. Starting in 2021, NGBs will be audited every quad against the new NGB Audit Standards. These standards outline all memberships requirements in one place and will replace the checklists to allow a more streamlined process of review.  

Compliance checklists are compiled on an annual basis and assess that NGBs and HPMOs are compliant with USOPC standards by a review of policies, documents, and independent verification. These checklists will be replaced by the NGB Audit Standards starting in 2021.

The most recent compliance checklist for an organization is available below. Please note that NGBs/HPMOs not listed below are still in the compliance checklist review process and reports have not yet been finalized. Their absence on this page does not indicate compliant or deficient status.

The compliance checklist is intended to be one of many tools used to assess the overall abilities and compliance of NGBs and HPMOs.

The compliance checklist covers:

  • Reviewing specific NGB policies to ensure compliance with the Ted Stevens Olympic and Amateur Sports Act, and USOPC bylaws and policies.
  • Verifying NGBs and HPMOs have specific resources available on its websites.
  • Verifying NGBs and HPMOs have followed required processes, such as providing public documentation and submitting specific plans, policies, and/or updates to the correct USOPC departments.

The compliance checklist does not:

  • Perform independent testing to verify that NGB and HPMOs are following its policies and procedures.
  • Conclude on the effectiveness of NGB staff and/or board.

The USOPC collaborated with leaders from the NGB Council, Athletes’ Advisory Council and U.S. Olympians & Paralympians Association to architect the new NGB Audit Standards in an effort to strengthen good governance and more clearly define common operational language, measurements and goals. The new standards will be audited against in 2021 and focus on five key areas, including:

  • Athlete protection and rights – clarity to ensure fulfillment of policies and standards set by the U.S. Center for SafeSport and U.S. Anti-Doping Agency
  • Governance and compliance – elevating athletes’ voices and representation with emphasis on board composition and conflicts of interest
  • Financial standards and reporting – enhanced financial stability, board approval and oversight
  • Sport performance – successful implementation and adoption of team selection procedures and Paralympic classification standards
  • Operational performance – additional measures to promote managerial capability, grievance procedures, whistleblower and anti-retaliation policies, gender equity and equal opportunity, strategic planning, and transparency around existing diversity and inclusion scorecard reporting requirements
