Respondent, Roman Potapov, has entered into an Informal Resolution with the United States Center for SafeSport, as a condition of which Mr. Potapov has stipulated that he violated applicable policies, as outlined in the SafeSport Code for the U.S. Olympic and Paralympic Movement (the “Code”) by engaging in the following behavior(s):

Between September 1, 2020, and January 25, 2021, Respondent engaged in electronic communications with a minor-aged athlete that were unprofessional in nature.

Between January 25, 2021, and June 21, 2021, Respondent failed to comply with a temporary measure and engaged in behavior constituting harassment or retaliation towards one or more parties involved in the Center’s process.

Sanctions Imposed:

Suspension
Respondent will be suspended for a period of one year, with credit for time already spent temporarily suspended in connection with the above-captioned case. As Respondent was temporarily suspended during the pendency of the investigation in the above-captioned case beginning on January 25, 2021, the period of suspension in connection with this sanction will terminate on January 25, 2022, provided no new allegations of misconduct concerning Respondent are reported to the Center prior to that date.

Probation
Following completion of the period of suspension, Respondent will be placed on probation for a period of one year. Respondent is put on notice that, should he be alleged to have engaged in any violations of the Code during this probationary period, his actions may be presumed an intentional violation of the Code and may prompt additional disciplinary action including, but not limited to, a revocation of probation and reconsideration of sanctions.

SafeSport Education

Respondent must successfully complete the online SafeSport training (regardless of any prior completion) and provide the certificate of completion to the Center, at resolutions@safesport.org, no later than December 1, 2021. Failure to complete this requirement in the timeframe specified may constitute a separate violation of the Code and prompt additional disciplinary action, up to and including a suspension pending completion of this requirement. The Center will provide login instructions for the SafeSport Education under separate cover shortly after issuance of this Notice.
