USA JUDO 2018 ELECTIONS


 

NOMINATING & ELECTION PROCEDURES

FOR THE BOARD OF DIRECTORS OF USA JUDO

 

NOMINATIONS

Requests for nominations will be sent by September 30, 2018, to current members of USA Judo consistent with the Bylaws of USA Judo and these Nominating Procedures. The nominating period will close on October 31, 2018.


   Nominating Criteria:

 

1.  Group B & C and Referee Directors may be nominated only by members in good standing of the respective groups.

 

2.  At-Large and Independent directors may be nominated by any member in good standing.

 

3.  The Athlete Director is to be nominated by Elite Athletes, defined in Article 11 of the USA Judo Bylaws as those who have represented the United States as athletes in the Olympic or Paralympic Games, the Pan American or Para Pan Am Games, World Championships or at an Operation Gold event (or the current USOC-equivalent designated for that year) in the sport of Judo within the ten (10) year period prior to December 31, 2018; or were listed on the USA Judo Senior National Roster in 2017 or 2018. The Athlete Director Nominees must also submit ten signatures of support from Elite Athletes by October 31, 2018.


   Qualifications:

 

1.  Each director of the Board of Directors must be a citizen of the United States and 18 years of age or older. A director need not be a resident of Colorado or Texas.

 

2.  A director will (a) have high personal and professional values, judgment and integrity, (b) possess the understanding of athletic competition and the Olympic ideals, (c) have diverse experience in the key business, financial, and other challenges that face USA Judo and, (d) be effective, in conjunction with the other members of the Board, and collectively serving the long-term interest of USA Judo. Directors shall have a high level of experience and capability in Board oversight, responsibilities, including, to the extent reasonably possible, in the areas of finance, marketing, fund raising, audit, management, communications, and sport.

 

3.  Directors shall inform the nominating committee of any changes in their employment responsibilities or other constraints on their time in order for the Nominating Committee to determine whether it is appropriate to nominate a Board director for continuing Board service.

 

4.  The Athlete Director must be an Elite Athlete, defined in Article 11 of the USA Judo Bylaws as one who has represented the United States as athletes in the Olympic or Paralympic Games, the Pan American or Para Pan Am Games, World Championships or at an Operation Gold event (or the current USOC-equivalent designated for that year) in the sport of Judo within the ten (10) year period prior to December 31, 2018; or was listed on the USA Judo Senior National Roster in 2017 or 2018.

 

5.  As set out in Bylaws Section 6.6, the Independent Director will have no material relationship with USA Judo, either directly or through an organization with a material relationship with USA Judo for at least the preceding two years, except for service as an Independent Director. An Independent Director may run for a second term, as otherwise provided in the Bylaws.

 

6.  At-Large and Group B & C Directors must be current members of USA Judo.

 

7.  The Referee Director must be a current Referee Member of USA Judo (as defined in Section 5.1.d. of the USA Judo Bylaws).

 

8.  No individual may serve simultaneously as an officer or director of USA Judo and as an officer, or director of an organization holding membership in USA Judo, or as an officer or director of another amateur sports organization recognized by the USOC as a national governing body.

   Nominations received will be reviewed by the Nominating Committee and the Nominating Committee will present at least three qualified nominees (or if there are fewer than three qualified nominees, the names of all qualified nominees) to be elected for each position, except for Athlete Nominees. All eligible Athlete Nominees, regardless of the number, will be presented to the Athletes for election. USA Judo will post the names of the Athlete, Referee, At-Large and Group B & C Nominees on the USA Judo website by November 15, 2018.

 

ELECTION PROCEDURES

FOR THE BOARD OF DIRECTORS OF USA JUDO

 

Those to be elected are:

 

1.  Athlete Director/ USOC AAC
• 4 year term
• one director

 

2.  Group B&C Director
• 4 year term
• one director

 

3.  Referee Director
• 4 year term
• one director

 

4.  At-Large Director
• 4 year term
• one director

 

5.  Independent Director
• 4 year term
• one director

 

General Voting Procedure

 

USA Judo will send a notice at least 45 days before the election to all qualified members of the impending election asking them to declare in writing in which category they are intending to vote.

 

Eligible members must submit a voter registration by October 31, 2018 declaring a voting category (a member may declare to vote in only one category).

 

Group B & C Members must name their voting representative to USA Judo by October 31, 2018. If a member is declared in more than one category (for example individually as a Referee and chosen by a Group B or C organization), that member must choose a single category for voting. If a member declines to vote on behalf of a Group B/C organization, the organization may identify another member to cast that vote.

 

The names of Referees, Athletes and Group B & C representatives registered to vote will be posted on the USA Judo Website by November 5, 2018.

 

All voting will be done electronically over the internet through a secure third party vendor. There will be no proxy voting. For each open position, the person receiving the greatest number of votes (whether a majority or not) will be declared elected.

 

A run-off election will be held amongst candidates tied for the greatest number of votes for any given position. A run-off election will be repeated until a single candidate holds the greatest number of votes. In the event that two successive run-off elections between the same two candidates each result in a tie, the Nominating Committee will determine an equitable resolution.

Voting Criteria

 

1.  Athletes: The Athlete Director will be elected through electronic means provided by a third party vendor between the dates of December 3-7, 2018 by USA Judo Elite Athletes, defined in Article 11 of the USA Judo Bylaws as those who have represented the United States as athletes in the Olympic or Paralympic Games, the Pan American or Para Pan Am Games, World Championships or at an Operation Gold event (or the current USOC-equivalent designated for that year) in the sport of Judo within the ten (10) year period prior to December 31, 2018; or were listed on the USA Judo Senior National Roster in 2017 or 2018. Each USA Judo Elite Athlete shall have 1 vote.

 

2.  Group B&C: The Group B and C Organizational Director will be elected through electronic means provided by a third party vendor between the dates of December 3-7, 2018 by representatives named by each USA Judo Group B and C Member organization in good standing. Each named USA Judo Group B and C Member representative shall have 1 vote.

 

3.  Referees: The Referee Director will be elected through electronic means provided by a third party vendor between the dates of December 3-7, 2018 by current Referee Members of USA Judo (as defined in Section 5.1.d. of the USA Judo Bylaws) . Each USA Judo Referee Member in good standing shall have 1 vote.

 

4.  At-Large Director: The At-Large Director will be elected by the current Board of Directors no later than December 7, 2018, from amongst the qualified nominees presented by the Nominating Committee.

 

5.  Independent Director: The Independent Director will be selected by the Nominating Committee no later than November 15, 2018, from amongst qualified nominees.
