The Federation Quebecoise de Biathlon and Courcelette Biathlon Club welcome you to the Myriam Bedard Biathlon Center for the North American Biathlon Cup #5 and the Quebec Cup Apogee # 3 on February 7, 8 and 9th, 2020. The organizing committee is looking forward to hosting an excellent competition and athletes from across North America are encouraged to attend this event.

Official training will take place for the NORAM athletes in the morning of Friday, February 7th, 2020.

The Event fees include the trail and range passes for the athletes when they complete the registration on line. Please fill out all the questions on the registration form so we can provide you with a quality experience at our event.

Only Range Safety Officers registered with the Myriam Bedard Biathlon Center are able to act as RSO.

You must have a Range Safety Officer on site during your practice time and that can be arranged through contact with our organizing committee.

LOCATION

Myriam-Bédard Biathlon Center– Garrison Valcartier

The Myriam-Bédard Biathlon Centre (MBBC) is located within the recreational area of the Valcartier military garrison. Only 29 km separates downtown Quebec City from the garrison. The course map to be used for the competitions will be available upon competitors’ arrival at the venue. The complete course may be seen on the Club Biathlon Courcelette’s website at www.biathloncourcelette.com. See attached map at the end of this document.

Eligibility to Compete:

Competitors from all IBU member NFs will be eligible to participate in NAC events. However, only members of the teams of the host continent NFs will be eligible to be Continental Champions and medalists. Participation quotas may be set by respective BNA. Competitors must be prepared to show a membership card or otherwise demonstrate proof of such membership for the current year as part of the event registration and entry process. For Canadian Citizens, it is mandatory that all athletes have in their possession, and be able to show upon request their (PAL) or their Minor’s Permit, which are firearms licenses issued by the Government of Canada.

Competition Ability:

Any Division or Region registering a Competitor for any SBNACH, NACH or NAC event tacitly guarantees that the Competitor is fully able to compete at the international level.

Non-Resident Firearms Declaration Process:

Teams and individual competitors from outside of Canada must declare their rifles at the Canadian border, complete the necessary
documentation, and pay the required fees when bringing rifles and ammunition into Canada. All athletes must register their own rifles and pay the applicable $25 CDN fee.

Payment must be made using a credit card (Visa or Master Card). On line charge will apply. On-line registration closes on Monday February 3rd, 2020 at 23:59 MST.

All Competitors MUST have a 2019/2020 membership for their Division or State/Nation. Proof of membership is required to compete.
Enter the registration number in the membership field (USBA competitor’s use ‘USBA’ in the membership field).

Competition fees for this North American Cup #5 / Quebec Cup Apogee # 3 concurrent competitions include ski pass and range pass fees for February 7th, 2020 training day and event

for February 8 and 9, 2020 competition day for those athletes without an annual ski and range pass.

The limit date to register is Monday February 3rd, 2020, at 23h59 MST. After this date, penalties will be imposed for each day according to the following chart:

Sequence of Start for each event

The sequence of start for each category will vary in function of the number of participants and the trails conditions. The organizing committee with the TD will determine the sequence of start for each category. The schedule will be sent to each club on Wednesday evening February 5, 2020. If the site is not in good condition to host the event, the clubs will be informed by the organizing committee on February 3rd, 2020.

Cancellation Policy in Effect: If the event is cancelled due to severe cold weather, three days before the event then a 75% refund of registration fees will be refunded by Biathlon Courcelette on behalf of the hosting clubs.
If the event is cancelled on the competition weekend due to severe cold weather or force majeure, no refund of registration fees will be made.

If an athlete withdraws before the registration deadline then a $10 processing fee will apply before a refund is sent.

Sprint (2018 IBU rules)

Sunday: Pursuit* (NorAm Hosting Policy for IBU categories and Fédération Québécoise de Biathlon Hosting Policy for those in the Quebec Cup categories)

Pursuit* Competition will be conducted with a fixed 5-sec interval between competitors, with the start order based on the designated qualifying competition from the same event. The cumulative 5-sec gaps between competitors in a given class are the handicaps that must be overcome in order to win the competition. Athletes who have not taken part in, or who did not successfully complete, the qualifying competition may compete in the Pursuit Competition as unqualified entries. Unqualified entries will start after all qualified entries and grouped together with a random draw for start lane assignments.

Firing points will be assigned to each competitor as they enter the range for each bout of shooting.

Penalty for Boys and Girls (8 years): 20 seconds for each miss target.

RIFLE CARRYING:

Senior Boys and Girls and Master Men and Women categories will carry their rifles only on the range (see non-carry procedure in Annex A-3 of the Canadian Hosting Policy http://biathloncanada.ca/wp-content/uploads/2016/06/Canadian-Hosting-Policy-2016-17.pdf ) and will shoot in the prone and standing positions.

AIR RIFLE: Coaches will place the rifle on the mats and athlete will shoot in prone position. Cadets: Cadets (12 to 18 years) will be in the participative category with their .22 rifles. Rifles

will be place on the mat by the coaches. No points will be allowed for the Quebec Cup.

    Available at the kitchen on the base (Building 510) Garrison Valcartier. Tickets are sold at the entrance.

    Quebec area does have a lot of different restaurants near the Hotels or the base Valcartier.

WAX ROOMS:

The wax room building is situated next to the wax testing area and the biathlon stadium.
There is a deposit of $100 (cash or cheque only) for the key(s) to the wax room and the difference will be given at the return of the key. The daily fee of $25 for a maximum of 100$. Athlete numbers will determine room assignment. If you wish to book a wax room for use prior to the event, please contact the secretary of competition.

TIMING:

Transponders and Summit systems will be used during this event to provide the results. A fee of 50 $ will be charge for a transponder missing.

Directions – Aéroport international Jean-Lesage à la Garnison Valcartier

To access the Valcartier Garrison, from the Trans-Canada (Highway 20), the Pierre-Laporte Bridge must be taken, followed by highways 73 North, 573 North and 369 North. From the Jean- Lesage International Airport, the attached map provides directions to Valcartier.
