
In-State Tuition
Through the USOPC, eligible Team USA athletes living and training in Colorado and Utah can receive in-state tuition at select public colleges and universities regardless of an individual’s resident status. Read about each state for individual details about eligibility and participating programs. We have a long-term goal of nationwide in-state tuition for Team USA athletes and are working diligently to expand the program to other states. Refer to this page to see the most up-to-date list of states with Team USA in-state tuition programs.
COLORADO
Signed in April 2017, House Bill 1081 allows state-supported institutions to offer in-state tuition to Team USA athletes who train in Colorado, regardless of permanent residency. To be eligible, athletes must participate in a Colorado-based elite-level training program that is approved by both the United States Olympic & Paralympic Committee and a National Governing Body of an Olympic, Paralympic, Pan American or Parapan American sport.

State-supported institutions offer in-state tuition to Team USA athletes who live and train in Utah, regardless of their permanent residency. To be eligible, athletes must participate in a Utah-based elite-level training program that is approved by both the USOPC and a national governing body.

Athletes must apply for the in-state tuition classification each semester they enroll in classes.
Athletic eligibility will be reviewed each time they submit a form.

- Visit your school's residency page and/or download the appropriate “Team USA In-State Tuition Athlete Verification Form” linked above.
- Fill out the “Student Information” section before sending to your NGB for approval. If you do not know who your NGB contact is, send your form to ACE.edu@usopc.org
- Send your completed form to ACE.edu@usopc.org to sign and approve. We will send your completed form to your school.
- Review your school's residency page for due dates.
To apply for in-state tuition, athletes must currently participate in a Colorado-based elite-level training program that is approved by both the United States Olympic & Paralympic Committee and a National Governing Body of an Olympic, Paralympic, Pan American or Parapan American sport. This includes at least ONE of the following criteria:
- Active Olympian/Paralympian
- USOPC Direct Athlete Support recipient
- Elite Athlete Health Insurance recipient
- Senior World Championship medalist
- Current Senior National team member
- Senior World Cup participant
- Pan/Parapan American Games participant
- Current Junior National team member
- OTC resident athlete
- National player pool (as verified by their NGB)
- Earned a medal in Junior or U-23 World Championships in past two (2) years
